Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democracy just over a week before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots tested by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator explained in a analysis published ahead of the late October vote.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the stances of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be closely watched around Europe for the showing of the PVV.

The far-right party of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

All major parties have ruled out an alliance with the PVV, meaning the party that comes second is most likely to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
